After reviewing Google's AI principles I would say they are more aspirational than enforceable. Google says they emphasize goals such as responsibility, security, privacy, and safety but their principles have no concrete measures that lay out guidelines they take to ensure these goals are met. The three main principles they have stated on their Artificial Intelligence principle website are Bold Innovation, Responsible development and deployment, and Collaborative progress, together. However, Google didn't mention any surveillance over these principles which makes it hard for them to actually enforce these principles.
